No. ITR4 not released by CBDT as yet. You need to wait. Keep checking the website, expected to be released soon.

UPDATE:
ITR3, ITR4, ITR5, ITR6, ITR7 has been notified by CBDT vide NOTIFICATION NO. 61/2015, Dated: July 29, 2015.
