Itc of gst on payment made to landlord by the developers.

26 September 2017 one of my client company has make the certain payment to the landlord for getting land development right in addition to the flats to be given to landlord on completion. we wish to know that whether the said payments is considered as input for developers and he was entitled for input tax credit of GST paid on said payment???
