If certain goods are exempt conditionally whether their removal/deemed removal will require excise invoice. Please quote relevant rules or judgement.

It should have mentioned in the terms of exeption itself :)

In case the manufacturer is registered under CE then issue of excise invoicie mentioning exempted is required.
If not registered and conditions are met then there is no requiremnt of issuing excise invoice.
If not registered and conditions are met then there is no requiremnt of issuing excise invoice.
