Is re-registration for ca final after lapse of 5 years

The 5 year period since the day i initially registered for CA final course has lapsed. I have not appeared in last two consecutive attempts ie May 2012 & Nov 2012, though I have cleared GroupI earlier.As per the following decision I need to re-register.

But, when i enquired about the formalities for re-registration at ICAI Hyderabad, I was told that the above decision is not applicable & I don't need to re-register.
I wish to appear in May 2013 attempt for clearing groupII. I am confused whether I need to re-register or not? Please Help.

contact you council and ask them if your registration is still valid. if thier answer is yes than ok, but if they denies than re-registration is the only choice available
