Is minutes a public document

My question is whether prouducing of minutes copy can be denied on the ground that the same is not public document. This query relates to concurrent audit of a listed company in which company borrowed loan from bank. I wanted to know whether the proposed proposal was approved in Board Meeting or not. For this purpose can I demand copy of Minutes from bank or company.
