for certain class of companies internal audit is not mandatory..
my question is can the companies for whom internal audit is not compulsory, can get conducted internal audit for their organisation?

yes as the section is mandatory for few class of companies as per sec 138 but if voluntary any co wants to conduct there is no restriction as such in this case.
