Interest deduction in house property income

13 February 2013 my uncle purchased a house in Vashi ( New Mumbai )on which he is paying interest for housing loan of INR 30000 per month and rented out this property @ 6k per month and he himself is residing at new panvel on rental basis @ 10k per month ( which is apx 20 km from own house ) for employement and daughters education reason .
Shall he is eligible to get the benefit under
Deduction of Actual Interest > 1.5 lac he is paying if he show the rent income of his own property
or he should only claim hra ...

13 February 2013 one more thing want to clear
that whether he will get the interest benefit of INR 1.5 lac ( FOR SOP ) or more the actual one apx.. 3.50 lac
