instalment provision of service tax

26 September 2010 That my client has not paid service tax and not file any return of service tax for the financial year 2009-10. That service tax standing in balance sheet
( payable ). Is any provison in service tax law for payment in instalment or show me the alternative way to avoid penalty provision? The huge amount payable in balance sheet.
