I AM AN REGISTER FIRST STAGE DEALER AND HAVING STOCK ON 30.06.2017 CAN I CLAME 100 % TAX CREDIT ON EXCISE DUTY ON SUCH STOCK.

Yes. You can get 100% ITC on your Closing stock. If you get ITC for ED then you have Documents from 01/07/2016 to 30/06/2017. You can get these periods ITC in GST
