NO, ASSESSEE CAN'T AVAIL CENVAT CREDIT OF INPUT WHICH IS USED FOR PROVDING OF EXEMPTED SERVICE.

EOQ,SEZ etc. can be avail input credit even if final goods are exempt.

Normaly you cannot avail Cenvat credit for the exempted good and these rules were relaxed for E O U and S E Z
