Whether summons u/s131(1) can be issued by I.T. department if the return of income is not filed by the assessee for that particular year?

U/s 131(1) generally summons are issued in connection with any assessment proceedings.
For Submitting return Notice is given U/s 142(1).
For Submitting return Notice is given U/s 142(1).
