10 June 2014 If a Non Resident assessee not stay a single day in india he has to file return from india or from where he live??

13 June 2014 the interest earned in india shall be taxable in India. whether return is to be filed or not will depend on whether or not it crosses the exemption limit.

the return can be filed online from anywhere in the world. if it is filed with a DSC, there is no need to even send ITRV physically.
