What is meant by the sentence " an employee was appointed at the scale of 20000-1000-30000."

The above pay scale indicates that a person joining the employment in above scale will be paid a monthly basic pay of Rs 20000. After completion of each year of satisfactory service, the basic pay will be increased by Rs 1000 till the basic pay reaches Rs 30000, If the employee remains in the same post without promotion.
