Does a ICAI member, needs ICAI's permission to pursue CFA(US) ?
If yes, can you please provide the details of the procedure ?
If no, can you please give a valid reference to substantiate the same ?

09 March 2012 A qualified Chartered Accountant does not need permission to pursue any course.

However, you cannot use the designation CFA.
