HRA & Rent Free Accomadation

29 June 2010 i am auditing an university where VC is claim HRA and he is provided with rent free fully Furnished Accomadation . my doubt is that can universty should give HRA or not . is there any limit for HRA & DA (in this case it is 22% & 35% of basic)
