Can a individual claim both HRA and Housing loan deduction together? under what conditions ?

Yes, he can claim both but he cannot claim deduction u/s 80GG, if he is receiving HRA.

Yes, in case house is in same city where he is living then if house is in construction.
if he is living in otherthen city where house is situated then also he can claim both
