Is there any clause under GTA services to hold minimum no. of vehicles to be considered as GTA?

If transportation of goods with consignment note it is GTA service..no other conditions..
and transport can issue consignment note if he is having GTA licence..

NO,there is no such clause or condition to be considered for becoming an eligible GTA.
