can anyone please tell me why CAG instead of directly recuriting CA recruit them indirectly by anyone who clears CAG exams and get a post

because govt department examination are open to everyone. its not restrictive and wishes to include people from all backgrounds including engineering, social sector, medical etc etc. The functions of CAG are not similar to that of a normal auditor and require a much wider approach than that of a financial auditor.
