What is the difference and significance of giving Form 13 along with form 3CB and 3CD

What do you mean by this question.
Form 13 is an application form for no/lower rate of deduction of tax.
Form 3CB is a form of audit report.
Form 3CD is a form containing particulars to be annexed to audit report.
I don't really understand what you have in mind.

sir I mean that we usually give a form 13(see rule 60) to our clients, I wanted to ask that what this is meant for.

There appears to be some confusion. There is no connection between IT rule 60 and Form 13!
