dear sir , my friend is CA and partner in ABC firm which consist of 2 partner now he want to create a proprietorship firm XYZ to handle his personal client without surrendering from ABC firm can he do so

Yes you can be a partner in one firm and practice in your individual name..But for the purpose of empanelments your name will be considered in either of one firm only or marks allotted to you are lesser than those who are exclusively engaged in one firm.
