Formation of one person company

I read in the newspaper about New Companies Bill 2011 allowing formation of ONE PERSON COMPANY at the earliest. I want to form this One Person company. I want to know from which date this law will come into effect and how do I form this ONE PERSON COMPANY?

Till date Companies ill is not in operation so you will wait for their operation. On other hand, you can open Limited Liability Company.
