theoretically, salary almost covers everything that is paid to an employee. So unless you are able to establish that a particular payment is out of definition of salary, you cannot issue Form 16A.

i am a professional doctor i am on the rolls of state government and working as a govt doctor and drawing salary and getting FORM 16 Regularly
govt brought in a scheme under which i am paid part of the funds received by the govt hospital through a separate TRUST for that particular procedure.
THE DISBURSING AUTHORITY IS SAME AND HAVING SAME TAN UNDER WHICH HE IS DISBURSING SALARY AND ISSUING FORM 16 TO THE SAME INDIVIDUAL
i want to claim that payment as professional fee and want to take FORM 16A from the SAME DISBURSING AUTHORITY
PLEASE GUIDE WHETHER THE DISBURSING AUTHORITY IS RIGHT IN LAW
