in the case of centralgovt service only salary from mar to feb is taken into account and tds is deducted from feb salary itself then can the ddo sign form 16 on 31st march

form 16 will sign after filing the TDS return
last date of return filing was 15.5.2013 and within 15 days of return filing form 16 compulsory for issue.
