we have developed one Die in Italy and need to make the payment against die development. Please advise is there any tax liability on this transaction. Further, vendor has no office in India. you are requested to kindly advise at the earliest.

Unless the development of DIE is really technical in nature , here should be no TDS on such payment, provided no PE certificate and tax residency certificate is obtained from Italy.
