Filing of Return of Income

Can I file return of income for the FY -2006-07 (AY 2007-08) now, since one year after end of the assessment year is already over to file belated return. If i can file the same what will be the penalty assuming it is a NIL return?

u/s 139(4) return can be filled before the expiry of one year from the end of relevant A.Y. or when a notice u/s 142(1) is issued within the time period of that notice.
