Return is not filed for an employee as his Total Salary is less than Rs.160000/- but Form 16 can be issued without mentioning the Acknowlegment no. in it.

18 May 2010 Form 16 need to be issued with Return Acknowledgement numbers only and you can issue Form 16 with acknowledgement number only no restrictions

18 May 2010 Dear sir

Form -16 cannot be issued without mentioning the Acknowledgment number of the returns and no necessary to issue the form 16 for non taxable employees. if you want to issue the form 16 to them as regular rules you mention the aknowledgment number in that there is no wrong. but from current assesment year you can issuse form 16AA for employees having income of below Rs.1.5 Lakh it is engough but you want issue form 16 only please issue with acknowledgement numbers of return in this no problem
