Mr X is Exporting services to Mr B in china and receiving in foreign currency . Pls help is Mr X to give invoice to Mr B with service Tax or Without service Tax ?

As per export of service rules service may be exported without payment of service tax provided that payment is received in foreign currency. Thus if you are exporting services then you need not to collect service tax.
