Has excel or java utility of ITR 4 for Assessment Year 2015-16 launched or not?
Income Tax website doesn't shows any option to download ITR 4.

ITR4 not released as yet. You need to wait. Keep checking the website, expected to be released soon.

UPDATE:
ITR3, ITR4, ITR5, ITR6, ITR7 has been notified by CBDT vide NOTIFICATION NO. 61/2015, Dated: July 29, 2015.
