I had registration with ICAI directly to Inter in the year 2000 and my both group was not cleared of inter.
can I continue that registration to appear for the inter exam with new syllabus now?
( my percentage of marks was 53% in B.Com(Hons) ).

The following categories of students are eligible to register directly for
Intermediate (Integrated Professional Competence) Course without passing the Common
Proficiency Test (CPT):-
1. Graduates or Post Graduates from Commerce stream having secured in
aggregate a minimum of 55% of the total marks or its equivalent grade or other
Graduates or Post Graduates having secured in aggregate a minimum of 60% of the total marks or its equivalent grade in the examination conducted by any
recognised University (including Open University).
2. Candidates who have passed the Intermediate level examination or its
equivalent examination by whatever name called conducted by The Institute of
Cost Accountants of India or by The Institute of Company Secretaries of India.

I think, you can not take benefit of direct registration scheme on the basis of B.Com. So I will suggest you to re-register under old scheme.

but please remember that I had registration since 2000 and inter was not completed that time and I want to complete this and can I continue my that registration now ?

Please check your registration no will be expire and you must de-novo or reregister your old registration with Institute on making payment.
