Esic applicability to construction companies.

13 September 2011 For a construction company employing 20 or more employees in their offices which is located nowhere in the vicinity of the construction site and from where administrative work is conducted, will the provisions of ESIC Act be applicable to them?
Further if the office of the contruction company is located in an "implemented area", the ESIC Act becomes applicable to them.In that case what is the ambit of the term "implemented area"?
