if Supplier sale goods under EPCG license then can he charge Excise duty ?

yes,
EPCG is Export Promotion Capital Goods. For e.g. if the Company A who has importing CAPITAL GOODS then Company A can only be entitled to get duty rebate on Import or export off course there are certain other parameter that is the company who has EPCG license has to fulfill export obligation (Export Target) in 8 year block otherwise all duty rebate will be collected from them with interest since start.
EPCG license benefit is only available to that company who actually import the Capital Goods in his own name.
