13 December 2016 NO, there is no DTAA between India & Hong Kong.

Extracts of a document of Ministry of External Affairs "Third round of negotiations for a Comprehensive Double Taxation Avoidance Agreement (DTAA) between India and Hong Kong were held in Hong Kong from December 21-23, 2015. Negotiations achieved lot of substantial progress over the last round held in April 2011."
