Doubt on service tax and r&d cess

22 April 2015 Suppose there is an invoice dated sometime in the month of January but it has been booked only in the month of march. will it create any problem regarding service tax & r&d cess as the invoice dated in jan has been booked in march and there will be exchange rate fluctuations. Looking forward for your reply..

22 April 2015 i didnt got the point of exchange rate fluctuations... is this the bill received by you from foreign country ??

then what is the point of service tax here ??

and if its indian... Whts the point of exchange rate fluctuations
