Can anyone please tell me whether non-compliance of this section attracts penalty?

Section 172 can be invoked by ROC.

Thanks a lot Sir. Earlier i.e. Companies Act, 1956 had similar provision - section 266 F. Was there penalty for default? or Companies Act,2013 is exclusively providing for penalty?
