Can the GM(HR) of the holding Company be given the powers to appoint, promote,terminate and hold disciplinary proceedings of the employees of its Subsidiary Companies?

In General, it will be acceptable.
But as a legal practice it is not possible, because every company have their own entity and employee.
In your case you are delegating the power to control.
As per my understanding, it is not a good practice.
