which sec should be consider proir to calculate deduction ?

Both should be calculated after giving deduction for each other as both the section reads ten per cent of the assessee’s total income before allowing deduction for any expenditure under this section i. e. Gross Total Income - dedduction under chapter VI - A except itself.
