Can a dependant with hearing impairment can be granted with Certificate 10IA. If so from whom such certificate to be obtained? Please help me reg

Hearing impairment is a disability covered under section 80DD of the Income tax Act,1961. Form 10-IA ahould be obtained from a "medical authority" comprising of more than one doctor.
