Deduction of TDS of a transporter

If a company pays transportation charge for transportation of scrap from one factory to other, to a local party who owns trucks and made local transportation. Can he deduct TDS?? Please provide me explanation so that I can prove it.

No TDS to be deducted from transporter if PAN is provided by them.

no TDS if PAN is Submitted by the transporter and if pan is not submitted deducted @20%
