Cst in case of work contracts

Hi. I am a accountant with a Contractor firm executing Govt and Private Works. Recently we have been told by VAT Dept that we can not procure Machinery/ Shuttering/ Tools against C form for work contracts. Can someone clarify on the subject.

Generally for Capital goods department not give permission for issue C form
