INC 10 is complusory to attache with INC-7 or it is only for company having not share capital??

Even company having share capital also require to attach same.

But the wordings in the instruction kit for e-form INC -7 is
" It is mandatory to attach specimen signature in form INC-10 in case company is NOT HAVING SHARE CAPITAL".
