In case of purchase of any fixed assect,cement,iron,P&M,,etc..,Can we claim Cenvat & Vat on these Purchases.

only for use of factory/godown construction you can take cenvat credit.its depend on your use.

Your question is incomplete. Cement is not a fixed assets.
If you are talking about the fixed assets installation in the factory then in that case CENVAT is available.
It is depends on the nature of construction as rightly pointed out by Ram.
