Please advise me , whether Practicing CA can give CAS-4 certificate?

18 September 2010 CAS is applicable on cost accountants and therefore in order to
avoid qualification in the certificate the Industry may use services of other professionals. In this
regard, my personal and considered opinion is that in view of the decision by the Supreme
Court of India in the case of M/s Cadbury India Ltd. (Case No. Appeal (Civil) 2947-2948 of 2001),
& circular number 692/8/2003 CX dated 13-2-03, department has to determine the cost of
production of captively consumed goods strictly in accordance with CAS 4.
