Whether TDS borne by the deductor can be claimed as an expense in the books of the deductor?If yes, under which section of Income tax act,1961?

Can you pls explain me in detail with proper sub section and its interpretation to the context mentioned above

Where TDS has not been deducted but deposited by the payer on its own, then the same is not allowed as deduction.
