Can i start practice as a tax consultant

21 January 2018 I am CA Final student and have failed to clear repetative times. Now I wish to drop CA and start Tax Consultant Practice, Can I start Practice as a Tax Consultant with proper office under my name as Tax Consultant. Do I require to complete any formalities like registration or like that....or can i straight away start my office.
Please Help
