Whether an Indian seller raise a domestic sale invoice in foreign currency? the sale is between two DTA's operating in India.

Yes. But it cannot be treated as an export sale or export service.

But why will anybody transact in foreign currency for a local sale? And moreover, how does one charge VAT and service tax applicable
