Please tell me that can a practising chartered accountant gave tutions to students along with its practice or a permission from the institute is required or certificate of practise is to be surrendered.

Yes, he can but the recent guidelines shows that those to be taken up during non business hours... and for this no permission or certificate need to be surrendered.
