Are there any good options that are available for Chartered Accountants who are in service to practice or take up some work if they can take part time COP. I find that Part time COP dont give you any rights to practice or sign Form 3CD or Balance Sheet.

You are right, having part time COP you cannot sign on any financials.
This part time COP concept was there till 31.03.2005, effectively from 01.04.2005 onwards, the ICAI in its Council meeting dedicted that part time COP are not being issued from the above said dates.
There are very good options available for CA in practice be in tradational Audit & income, you can now go for IT controls, specialist in Indirect taxation, IFRS, GST, MIS etc.,
