I want to know whether CA in service ( not holding Certificate of Practice ) can attest the marksheet/Date of Birth certificate etc to be used in CA regn.
Further, whether ha can sign in examination form or only CA in practice is allowed for the same.

CA in service and CA's not holding full time Certificate of Practice cannot perform attest functions.

I think ha can sign in examination form.
yes he can attest the marksheet/Date of Birth certificate etc. i think their is no restrecation to do that.
