19 August 2010 In this case, both C&F agent and Principal should be registred for doing business.

CFA is doing business on behalf of principal and the billing from CFA will be on the name of principal only. So, as per your query, Principal will be liable for the same.

20 August 2010 If you are a registered TIN dealer, then even though you are not making any transactions related to sales / purchases, try to file nil returns with the department.
