I have received one invoice on which vat is levied only not service tax but the invoice part includes service also. I would like to know whether TDS under Section 194C will be deducted or not ?

1) whether Vat is applicable for Transport service provider?
2) if above answer is Yes, then what are the condition that needs to be fulfill?
4)if delivery is out side the state then whether VAT or CST on transport is applicable?
5) If Yes/No What are the conditions?

My company wants to pay certain charges say professional & consultancy fees for opening bank account, incorporation of company abroad to a consultant abroad in a country with which India does not have DTAA and also the company to whom we are paying is not having any PE in India.

i had started my articleship in december 2012 but have stamped and submitted form no 102 in feb 2013 .
